Pam graduated from the University of Oregon School of Law in 2006.  While in law school she interned with the Land Use Board of Appeals and the Western Environmental Law Center.  At school she was a Conference Co-Director for Land Air Water, the Environmental Law Society that hosts the annual Public Interest Environmental Law Conference, and a Land Use Fellow with ENR Center.

While still in school, she helped win her first major public lands case: Soda Mtn. Wilderness Council v. Norton, 424 F.Supp.2d 1241 (2006).

Since passing the bar she started her own practice focusing on Land Use and Zoning Law in Deschutes County, Oregon, helping neighbors respond to Measure 37 claims, and continued protection of public lands.
